§ 205. Rate Schedule CH-Commercial All-Electric Service.

    Application of Schedule.
    A. 
    Effective February 1, 2010, this schedule is for all-electric service supplied through one meter where electricity is the sole source of all the customer's energy requirements, in accordance with the application provisions hereof.
    B. 
    The applications may include wholesale and retail trade, associated warehousing; office buildings, and professional service establishments.
    2.

    3. 
    Minimum Charge. The minimum monthly charge is $8.28 per KW for the first 15 kilowatts of the billing KW, plus $5.53 per KW for all additional kilowatts of the billing KW.
    4. 
    Billing KW. The billing KW will be determined by measurement by means of a demand meter installed by the Borough. This billing KW is the average kilowatts supplied during the fifteen-minute period of maximum use during the current billing period.
    5. 
    Application Provisions. This rate schedule applies to single meter service for all of the customer's energy requirements under the following conditions:
    A. 
    When the connected heating facilities are, in the Borough's judgment, a significant part of the total connected electrical load.
    B. 
    The service includes all energy requirements on the customer's premises.
    C. 
    All electric loads are located in one building, supplied at one voltage from one service connection.
    D. 
    Another form of energy supply may be used for emergency electric generators only.
    E. 
    When the customer occupies an entire building, service hereunder may include uses outside the building only when directly incident to the principal use of service in the building.
    6. 
    Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.
    7. 
    Commercial service customers who rent or lease a property may elect budget billing, provided that the property owner and/or landlord permits the tenant customer to enter into a budget program agreement with the Borough and the previous balance is fully paid prior to establishing the budget. When a tenant customer elects budget billing, the Borough will require a completed landlord/property responsibility form, with required authorization from the landlord/property owner, and for each month, will bill the customer an amount approximately equal to 1/12 of the account’s estimated annual billing, with appropriate adjustments made so that the total payments for each twelve-month budget billing cycle will be equal to the customer’s actual charges under the rate. The budget program may be revoked in the event an account becomes delinquent, at which time the account reverts to a nonbudget account.
