§ 203. Rate Schedule RH-Residential All-Electric Service.

    Application of Schedule.
    A. 
    Effective February 1, 2010, this rate schedule is for single residential service in accordance with the applicable provisions hereof, when electricity is the sole source of energy for space heating, cooking and water heating.

    Budget Billing.

    (1) 
    Residential all-electric customers may elect budget billing, provided that they own their home. When a customer elects budget billing, the Borough will, for each month, bill the customer an amount approximately equal to 1/12 of his estimated annual billing, with appropriate adjustments made so that the total payments for each twelve-month budget billing cycle will be equal to the customer’s actual charges under the rate.
    (2) 
    Residential service customers who rent or lease a property may elect budget billing, provided that the property owner and/or landlord permits the tenant customer to enter into a budget program agreement with the Borough and the previous balance is fully paid prior to establishing the budget. When a tenant customer elects budget billing, the Borough will require a completed landlord/property responsibility form, with required authorization from the landlord/property owner, and for each month, will bill the customer an amount approximately equal to 1/12 of the account’s estimated annual billing, with appropriate adjustments made so that the total payments for each twelve-month budget billing cycle will be equal to the customer’s actual charges under the rate. The budget program may be revoked in the event an account becomes delinquent, at which time the account reverts to a nonbudget account.
    2. 
    Space-Heating Requirements. Electric space-heating units and/or electrically operated central year-round air-conditioning equipment shall be permanently installed and shall be the sole means of heating the dwelling unit. Fireplaces are the only supplementary heating source permitted in conjunction with electric heating.
    3. 
    Deposit. A deposit will be required from all rental units, as set from time to time by resolution of the Borough Council.

    Budget.
    A. 
    Customers desiring to be on a budget must pay 1/12 of the anticipated annual billing on a monthly basis. The budget amount is reviewed periodically and adjusted accordingly.
    5. 
    Payment. The above net rate applies to all bills paid on or before the due date specified on the bill. When not so paid, the gross rate applies, which is the above rate plus 10% of the unpaid balance of the monthly bill.
